Jul. 1st, 2005 12:38 pmThe proposed "Read the Bills Act of 2005" (RTBA) is intended to ensure that all legislation passed by Congress is done with the full knowledge of just what it entails. Too many Congresscritters simply do not read the bills that they vote on, preferring to leave that arduous task to their underlings, and vote based on precis' provided by their staff, or by Congressional committee. It also intends to remove the practice of "log-rolling" or "objectionable riders", that is, attaching completely unrelated legislation to larger bills, for the sole purpose of getting it passed without sufficient review. It sets a minimum time for review of all new bills and modification (as well as "sunsetting" laws), limits the number of topics a bill can cover; thus eliminating last-minute changes and unrelated additions.
From a quick reading, it appears to be a very good idea; and structured so as to avoid major loopholes, without being too restrictive of cases requiring more immediate action.
